وكان وزراء الاعلام العرب قد اعتمدوا فى ختام اجتماعهم الاستثنائى فى القاهره وثيقه مبادىء تنظيم البث والاستقبال الفضائى الاذاعى والتليفزيونى فى المنطقه العربيه
وقد تحفظت قطر على هذه الوثيقه لانها رغبت فى دراستها من خلال مؤسساتها التشريعيه قبل الموافقه عليها حسب متحدث باسمها
وقد قيل الكثير عن التحفظ القطرى الا ان وزير الاعلام المصرى انس الفقى وصف التحفظ القطرى بالقانونى وليس السياسى
