ورغم قدم ثقافة التطوع وتطورها تحت ظروف الاحتلال ووصولها الى اعلى الدرجات في فترة السبعينات والثمانينات تحديدا في الانتفاضة الاولى، الا ان التطوع لاقى تراجعا وتحديدا بعد مرحلة اوسلو وتشكيل السلطة الفلسطينية التي اصبحت بحاجة الى الموظفين في وزارتها واجهزتها المختلفة مما حول مفهوم وثقافة التطوع والمبادرة. والامر الثاني تمثل في ان عدة قضايا كانت تنجز طوعا في المجتمع اصبح يتم الاتكال على دور السلطة للقيام بها وتغطيتها (سعدة، 2015).
