3. ان توجهات الجمعية الاستراتيجية الحديثة التي ترتقي من مفهوم تقديم الخدمات الى مفهوم تنمية قدرات المجتمعات المحلية يتطلب ايضا الارتقاء بمنهجية التفكير والتخطيط وتبني آليات عمل تنظيمية وادارية جديدة ومرنة على كافة المستويات الادارية، فالتغيير لديه من يقاومه بحكم التعود على نظام عمل اداري معين ولسنوات طويلة في تقديم الخدمات. ان هذه العملية ما زالت في بداياتها وتحتاج الى تعميم وتدريب ومتابعة وخاصة على مستوى الفروع التابعة للجمعية.
