قدمت إلى وكيل الوزارة اقتراحاً بتعديل أحد بنود قانون سكن الممرضات والذي ينص على إرسال سيارات لنقل الممرضات المسيحيات أيام الآحاد والأعياد نمن السكن وحتى الكنيسة بسبب بعد المسافة وحرصاً على حمايتهن، وكان التعديل يقضي بإرسال هذه السيارات مرة واحدة فقط كل أسبوعين وحصرياً أيام الأعياد. احتراماً لمنصبها، لم يرد الوكيل وانتظر عودة خوري ليستطلع رأيها في الاقتراح. بعد عودة خوري ، اجتمعت بمساعدتها وأكدت لها اعتراض زميلاتها حتى اللواتي لا يذهبن إلى الكنيسة لأن هذا الاقتراح سيكون معناه أن الوزارة تضطهد المسيحيات بلا وجه حق. وما كان من الوكيل إلا أن مزق التقرير
