كما انه في حالة تساوي الاصوات المؤيدة و المعارضة يرجح رئيس اللجنة كافة احد الفريقين، و لذلك لا يمكن اعتبار الحل الذي استقرت عليه اللجنة يمثل رأي غالبية اعضائها، و كما يقول البعض فهناك احتمال انسياق بعض الاعضاء لرأي رئيس اللجنة أو اصحاب النفوذ فيها دون دراسة و مناقشة كافية
