حيث نصت المادة ( ٢) من لائحة المرافعات على أنه لا يقبل أي طلب أو دفع لا يكون لصاحبه فيه مصلحة
قائمة, كما دلت المادة ( ٧) من اللائحة نفسها على أنه يجب على الهيئة في جميع الأحوال التثبت من توافر الأهلية أو من صحة التمثيل أو الإذن.
