ان غياب المنافسة بين المنظمات الحكومية و غيرها من القطاعات يجعلها في مأمن، و لا يدعوها للتفكير بجدية لتحديد مستقبلها، طالما انها في مأمن من المقارنة و المساءلة، مما يضعف من تفعيل اللجان للبحث عن حلول مبتكرة للمشكلات
