يشير تقرير منظمة العمل الدولية (2013) المتعلق باوضاع العمل ان الاقتصاد الفلسطيني يشهد ركودا، وارتفاعا في معدلات البطالة والفقر، ولذلك دعى تقرير منظمة العمل الدولية بضرورة تخفيف القيود المفروضة على التنقل والعمل والنشاط الاقتصادي بطريقة دائمة من اجل زيادة فرص العمل اللائق في ظروف تسودها المساواة (تقرير منظمة العمل الدولية، 2013).
