13. ان نتائج الاستمارة التي جمعت من متطوعي التاهيل بينت ان التدريب على مهارات الضغط والمناصرة لحقوق الاشخاص ذوي الاعاقة ضعيفة وهذا يؤكد اهمية الالتفات لهذا الامر لكي يتماشي مع التوجهات الاستراتيجية لجمعية الهلال الاحمر الانتقال من تقديم الخدمات الى تنمية قدرات المجتمعات، فمناصرة حقوق الاشخاص ذوو الاعاقة والمطالبة بها تبدا من القاعدة المجتمعية العريضة واصحاب المصالح (الاشخاص ذو الاعاقة واهاليهم) والمتطوعون وجمعية الهلال الاحمر هم المجموعات الضاغطة لتعزيز الحقوق وانتزاعها ودعمها، وبالتالي ينظر الى المتطوعون انهم وكلاء التغيير المجتمعي ويجب ان ياخذوا دورا في ذلك اضافة الى المساهمة في تقديم الخدمات التاهيلية.
