و يرى الباحث ان دور اللجان في حل المشكلات الادارية يتوقف على طبيعة العمل اللجنة، ففي اللجان التنفيذية التي تكتسب قرارتها صفة الالزام لا يتوقف دور اللجنة على اتخاذ القرار الخاص بحل المشكلة الادارية، بل يمتد ليشمل تنفيذ القرار المتخذ منذ لحظة صدوره، اما في اللجان الاستشارية فإن حل المشكلة يقتصر على اختيار البديل او الحل الامثل من قبل اللجنة و التقدم به للإدارة كتوصية او اقتراح لحل المشكلة الادارية
