تعد عملية التأهيل المهني للأشخاص ذوي الإعاقة ضرورة ملحة واستكمالاً أساسياً لعمليات التعليم والتدريب التي تلقوها فيما مضى، ليكتسبوا المهارات التدريبية اللازمة لحصولهم على فرص عمل ونجاحهم فيها، وتبدأ هذه العملية بتقييم قدرات الشخص المعاق لتحديد جوانب القوة والضعف واستثمار القدرات المتوفرة لديه في عملية التدريب، ومن ثم توجيهه نحو المهنة التي تناسب قدراته ومؤهلاته وميوله، وتعتمد عملية التأهيل المهني في مراحلها التدريبية على تفريد التدريب الذي يتم من خلاله مراعاة قدرات المعاق، وما لديه من سمات شخصية، حيث توضع الأهداف التدريبية بما ينسجم مع هذه القدرات.
وبعد تلقي المعاق للبرامج التدريبية اللازمة، فلا بد من البحث له عن فرصة عمل، حيث يعتبر التشغيل هو الهدف الأسمى والناتج النهائي من أي برنامج للتأهيل المهني، وإعادة دخوله في الحياة الاقتصادية التي تتناسب مع قدراته المتبقية واستخدام مهاراته أفضل استخدام.
لذلك يمثل التشغيل بالنسبة للمعاق قمة العملية التأهيلية ومحصلتها لما يساعده في تحقيق ذاته ونموه النفسي والاجتماعي السليم، وكسب دخل يضمن له مستوى معيناً من المعيشة، والمساهمة في عملية التنمية الاجتماعية والاقتصادية لبلده، إضافة لما يحققه التشغيل من ادماج له في مختلف مناحي الحياة وتصل مستويات البطالة لدى الأشخاص المعاقين إلى مستويات أعلى من غيرهم، حيث تصل في بعض الأحيان إلى 58% .
