وقد تم تعيين المطور بناء على اتفاقية تم فيها تحديد نطاق الخدمات التي سيؤديها المطور، علماً بأنه لمدير الصندوق أن يتعاقد مع مطورين إضافيين متى ما دعت الحاجة، وذلك بعد موافقة مجلس إدارة الصندوق.
