وقد ارست احكام الاسلام قواعد التنمية على اسس متعددة مترابطة ومتكاملة، وتقوم اساسا على اصوله وفلسفته المرتبطة بالواقع. ويضع الاسلام منهجا واضحا للمسلمين وغيرهم للاهتداء به في كل امور حياتهم سواء منها ما يتعلق بامور الدين او امور الدنيا.
