كما لا تخضع للضريبة الدولة والبلديات و سائر أشخاص الحق العام في كل ما يتعلق بالعمليات التي يقومون بها بوصفهم سلطة عامة حتى ولو تقاضوا لقاء ذلك عائدات او بدلات اواشتراكات، باستثناء العمليات التي تتناول الامور التالية و التي تبقى خاضعة للضريبة
