تتعدد المسؤولية عندما تكون سلطة دراسة موقف معين او مشكلة ما، او تقديم توصية، او اتخاذ قرار موزعة على مجموعة من الافراد، و من ثم توزيع المسؤولية بشكل جزئي على كل عضو في اللجنة، حيث ان عدم شعور العضو بالمسؤولية الكلية عن القرار المتخذ يحد من مشاركته في اتخاذ القرار او المناقشة، و قد يعتمد كل عضو على الاخرين في الوصول إلى حل معين للمشكلة المطروحة بغض النظر عن ملائمة هذا الحل او صلاحيته للقضاء على المشكلة
