وكانت البداية بتشكيل لجان الامومة الامنة (نسائية) وتدريب الكوادر النسوية المنخرطة فيها باليات التثقيف المجتمعي لنقل رسائل صحية واجتماعية وبيئية لمجتمعاتهن المحلية للمساهمة في تحسين مستوى الصحة عبر زيادة الوعي وتمكين المجتمعات المحلية بتلمس احتياجاتهم وتحديدها للتعامل معها وهذه اللجان تعمل حلقة وصل بين المجتمع المحلي وجمعية الهلال الاحمر (جمعية الهلال الفلسطيني، 2014
