بينما وفقا لحافز فقد بلغ عدد الباحثين الجادين عن العمل (المستفيدين لانطباق الشروط عليهم) 1.9 مليون عاطل أكثر من 20 % منهم جامعيين، أي ان نسبة البطالة 36 %.
