توضع الموازنات الاثنتا عشرية على أساس الإعتمادات الدائمة المرصدة في موازنة السنة السابقة على أن يؤخذ بعين الإعتبار ما أضيف اليها وما أسقط من إعتمادات دائمة. أما إعتمادات إحتياطي الموازنة فلا تعتبر المبالغ المنقولة منها مسقطة.
