16- إن فئات اللاجئين الأربعة لا تزال تعاني انتهاكات لحقوق الإنسان. فهم يتعرضون لأشكال متعددة من التمييز ضمن القوانين والإجراءات. إن التمييز والإنتهاكات والحرمان والقيود تبقي وضعهم القانوني خالياً من أي إطار واضح وملزم لتوفير الحماية لهم، الأمر الذي يمثل انتهاكاً لحقوقهم المدنية والإقتصادية والإجتماعية.
