يعد ابتعاث الطلاب والطالبات للدراسة في الجامعات العالمية أحد أهم وسائل تنمية الموارد البشرية على الأقل من الناحية النظرية، ولا شك أن إحداث تغيير في البنية الاقتصادية والنظم الاجتماعية والسعي في اللحاق بركب الأمم المتقدمة، يتطلب ثقافة اجتماعية جديدة وفكرا اقتصاديا مبدعا ومبتكرا وتوجها نحو التطور في جميع المجالات، ولكن من الخطأ تطوير كفاءة ومهارات ومعارف الشباب والشابات ورفع سقف توقعاتهم دون تعزيزها بتخطيط وبرامج توعوية يستطيع من خلالها المبتعث استيعاب تلك المهارات والمعارف العلمية، مع الاحتفاظ بعاداته وسماته الشخصية.
