ينقسم البرنامج إلى عدة مراحل، سيتم ترشيح المشاركين في المرحلة الأولى منه من قبل وزارة التربية والتعليم، وذلك ضمن معايير شفافة تأخذ في الحسبان محددات الجدارة والتمثيل المتوازن، يليها مرحلة تقييم ينتج عنها انتقال جزء من الطلبة للجزء الثاني من المرحلة الأولى، وسيخضع المشاركين في هذه المرحلة لتقييم مشابه في نهايتها، ليتم اختيار مجموعة منهم للمشاركة في المرحلة الثانية من البرنامج، ألا وهي برنامج الإقامة.
