تستهدف المرحلة الثانية من مسار الناشئة بالبرنامج الوطني لتنمية مهارات الشباب تدريب 15 ألف طالب وطالبة من كافة محافظات السلطنة في الفئة العمرية من 15 إلى 17 سنة، من خلال أساليب تأهيلية متطورة ومتكاملة تعمل على تطوير الذهنية وتنمية المعارف وصقل المهارات والإبداعات، بما يتسق وأسس التمكين الحديثة التي تُعنى بالاقتصاد الجديد والثورة الصناعية الرابعة.
