17- النظام اللبناني لديه العديد من آليات المساءلة العدلية والرقابة الإدارية. يتمتع القضاء بسلطة شبه مستقلة وذلك يعود الى خضوع هذه السلطة للسلطة التنفيذية وبالاخص من ناحية التعيين والتشكيل وسلطة الوصاية بالاضافة الى خضوع بعضها للسلطة العسكرية كالمحكمة العسكرية والتي يعطى لها صلاحية محاكمة المدنيين امامها بقرار استنسابي من قبل ادعاء التمييز حتى ولو لم تكن الدعوى ذات صلة بالامور العسكرية وهذا ما يجعل قاراراتها خاضعة للاملاءات التي يمكن ان تاتي من هنا وهناك.
