ودعت الوثيقة الاستراتيجية الى ضرورة تبني الطرق والاساليب المتكاملة والشاملة. والاساليب الملائمة من ناحية ثقافية لكل من المجتمعات الريفية والمخيمات والمدن والمناطق المهمشة في فلسطين. وان تكون التدخلات مبنية على الاحتياجات ولفئات السكان المختلفة والاكثر عرضة للخطر. فمجموع سكان فلسطين لهم الحق في التثقيف والتعزيز ولكن بالتركيز على الفئات المستهدفة وذات اولوية كالنساء الحوامل والمرضعات والاطفال والشباب والبالغون وكبار السن (وزارة الصحة، الخطة الاستراتيجية للتثقيف والتعزيز الصحي، 2014)

The strategy document called for the need to adopt an integrated and comprehensive methods and techniques. And appropriate methods of cultural area for both rural and urban marginalized areas and camps in Palestine. The interventions are based on requirements and different population groups most at risk. The total population of Palestine have the right to education and promotion, but focusing on the target and priority groups such as pregnant and nursing women, children, youth, adults and seniors (Ministry of health, the strategic plan for education, health promotion, 2014)

The document called for the strategy to the need to adopt an integrated and comprehensive ways and styles. And appropriate methods of cultural hand for each of the rural communities and refugee camps, towns and marginalized areas in Palestine. And that interventions be based on different needs and segments of the population and the most vulnerable. The total population of Palestine have the right to education and promotion, but to focus on the target and with priority categories such as pregnant women, nursing mothers and children, youth, adults and seniors (Ministry of Health, the Strategic Plan for Health Education and reinforcement, 2014)
