المقدم الرئيس لخدمات الاسعاف والطوارئ هي جمعية الهلال الاحمر الفلسطيني حيث تزامن نشوء الاسعاف والطوارئ مع نشأة الجمعية في دول الشتات في الستينيات، وكان مواكباً لمحطات مختلفة تعرض فيها الشعب الفلسطيني للعدوان كحرب لبنان عام 1982، والاعتداءات المتكررة خلال انتقاضة الاقصى والحروب المتتالية على قطاع غزة اخرها التي وقعت في اب 2014.
