قدم الأستاذ الباز تقرير الالتزام الخاص بإدارة الوسطاء، وشمل التقرير النتائج التالية:
• عدم اشتمال العقود التي وقعت مع الوسطاء تعهداً بإلزام الوسطاء لدفع أقساط التأمين في حالة عدم دفع العميل.
• الاعتماد على الوسطاء والوكلاء لأداء إجراءات العناية الواجبة دون التحقق من تطبيقها لضوابط مكافحة غسل الأموال وتمويل الإرهاب.
• عدم التطبيق الكامل لإجراءات الرقابة الداخلية.
• عدم تنفيذ متطلبات العناية الواجبة لمعرفة المسؤولون أو ملاك لطرف ثالث يتعامل مع ميدغلف.
• وحدة الوسطاء لا تضمن إنشاء حسابات البنك عن طريق الوسطاء والوكلاء لغرض صفقات تأمين تجارية مع ميدغلف.
• عدم وجود مؤشرات يتم القيام بها لتقييم الاحتيال والإبلاغ عنه مع أي طرف ثالث.
7.2 استفسر الأستاذ الهوشان عن حجم ونسبة الوسطاء لدى ميدغلف. افاد الأستاذ الباز بأن النسبة حوالي 30% وأن العقود الكبيرة أغلبها تمت بشكل مباشر دون وسيط ماعدا بن لادن تم التعاقد معهم بوجود وسيط.

7.3 بعد أن اطلع أعضاء اللجنة على التقرير بالتفصيل تم اتخاذ القرار الآتي:
