من جانب آخر ووفقا للاتحاد الدولي لجمعيات الصليب الاحمر والهلال الاحمر فانه توجد عدة اشكال ونماذج من المجتمعات المحلية ويخلص الى القول بان "المجتمع المحلي هو مجموعة من الناس الذين لا يعيشون بالضرورة في نفس المنطقة او القرية او الحي، وانما تجمعهم ثقافة عادات وموارد متماثلة. والمجتمعات المحلية هي مجموعة من الناس الذين يتعرضون ايضا لنفس التهديدات والمخاطر، مثل المرض، والقضايا السياسيةوالاقتصادية والكوارث الطبيعية ".
