7. بالرغم من توجه الجمعية في تنمية قدرات المجتمعات وبناء الشراكات لتعزيز استجابة المجتمعات لوضعية الطوارئ، الا ان هذا المفهوم ما زال بحاجة الى ترسيخ مجتمعي، فنظرة بعض المجتمعات نحو الجمعية هي امدادها بالخدمات والادوية وهي متلقية ومنتفعه وليست شريكة.
