وثقت الدراسات اشكال متعددة في ادوات العمل المجتمعي ومنها ما تناولته دراسة القدومي (2005) فقد ابرزت دور اللجان المحلية /الاحياء في تنمية المجتمع، حيث ناقشت ان اللجان هي جماعات صغيرة يتم تشكيلها من اشخاص مهتمين بموضوع معين تلتقى بهدف البحث والتداول واتخاذ القرار والتنفيذ في قضية او موضوع موكل اليهم دراسته والعمل عليه.
