تنشأ بموجب هذا التنظيم هيئة تسمى (هيئة حقوق الإنسان) ترتبط مباشرة برئيس مجلس الوزراء، وتهدف إلى حماية حقوق الإنسان و تعزيزها وفقًا لمعايير حقوق الإنسان الدولية في جميع المجالات، و نشر الوعي بها و الإسهام في ضمان تطبيق ذلك في ضوء أحكام الشريعة الإسلامية. و تكون هي الجهة الحكومية المختصة بإبداء الرأي و المشورة فيما يتعلق بمسائل حقوق الإنسان.

المادة الثانية:

تتمتع الهيئة بالشخصية الاعتبارية ويكون لها الاستقلال التام في ممارسة مهماتها المنصوص عليها في هذا التنظيم، ويكون مقرها الرئيسي مدينة الرياض، و يجوز لها فتح فروع و إنشاء مكاتب في مناطق المملكة.

المادة الثالثة:

يكون للهيئة رئيس يعين بأمر ملكي بمرتبة وزير، ونائب يعين بأمر ملكي بالمرتبة الممتازة.

المادة الرابعة:

يكون للهيئة مجلس يسمى ( مجلس الهيئة) يشكل على النحو الآتي:

أ. رئيس الهيئة. رئيسا
ب. نائب رئيس الهيئة نائبإ للرئيس

Established under this regulation a (Human Rights Commission) is directly linked to the Prime Minister, aims to protect and promote human rights in accordance with international human rights standards in all areas, and awareness and contribute to ensuring the application in the light of the provisions of Islamic law. And be the competent government authority shall give opinions and advice regarding matters of human rights.

Article II:

Body juridical personality enjoyed and have full independence in the exercise of its duties set forth in this regulation, be headquartered Riyadh City, and it may open branches and establish offices in the Kingdom.
