هذا فضلاً عن انه يستحيل قانونا فرض عقوبات على قطاع مزدهر ومشروع قانونا في بلد يحترم فيه المواثيق الدولية ويعتبر عضواً في منظمة التجارة العالمية ناهيك على ان القوانين اللبنانية المعتمدة للاقتصاد الحر وبكل صوره الاقتصادية والضريبية والتجارية العالمية تجرم كل تعاطي بقطاع التبغ بشكل غير شرعي .
