بداية يجدر التنويه أننا لسنا أمام مشروع قانون للموازنة العامة بالمعنى القانوني والاقتصادي للكلمة، فما قدمته وزارة المالية الفلسطينية هو فقط بيانات رئيسة لبنود الموازنة العامة وبشكل مجمل غير تفصيلي، ولم تنشره بشكل عام للمواطنين، كما أنه لا يشمل على نصوص قانونية تفصيلية تبين الإطار العام الذي سيتم تنفيذ الموازنة على أساسه، إضافة إلى عدم وجود خطاب للموازنة العامة يوضح توجهات الحكومة وأولوياتها، وغير ذلك من النواقص. ورغم ذلك فإن هذه الورقة تتعامل مع ما تم تقديمه، على ضعفه، باعتباره مشروع قانون للموازنة العامة 2015، وسيتم التحليل بناء على ذلك.
إن البيانات التي تم الحصول عليها كانت من الوثائق التي قُدّمت للكتل البرلمانية في المجلس التشريعي الفلسطيني في شهر مارس/ آذار 2015.
