اللجان الاستشارية: يقتصر عملها على دراسة المشكلات الادارية و إصدار التوصيات و المقترحات اللازمة لمواجهتها و التغلب عليها، و منع تكرارها مستقبلا، إلا ان قرارتها غير ملزمة للإدارة، فيمكن الاخذ بها او تعديلها او رفضها
