للمدير ان يطلب من المحكمة المختصة منع أي مكلف من مغادرة البلاد قبل تسوية ديونه أو تقديم كفالة أو كفيل لضمان دفع الضريبة أو الغرامة المستحقة عليه ويعتبر الكفيل مسؤولا عن دفع الضريبة و الغرامات المترتبة عليه بالتكافل و التضامن مع المكلف كما لو كانت ضريبة مستحقة عليه
