التشديد على وجوب تقيد أفراد الضابطة العدلية بقانون 422/2002 وخاصة لجهة إحترام الضمانات المقررة للحدث، وكذلك العمل على زيادة عدد الأفراد المولجين بحراسة الأحداث وإعدادهم نظرياً وعملياً على كيفية التعاطي معهم .
