فالتنمية في فلسطين تتعرض الى شتى انواع السلب والتعطيل بسبب الاحتلال وممارساته وبطريقة ممنهجة ومقصودة وذلك لخدمة اهدافه السياسية والاقتصادية. ومع وجود السلطة الفلسطينية ورغم وجود المشاريع التنموية وتنوعها الا انها تقيم ببعدها عن الواقعية وعدم القدرة على التحكم في مدخلاتها بسبب تعدد الجهات المختصة والمعدة لبرامج التنمية بالإضافة إلى تعدد مصادر التمويل التنموية واعتمادها بالدرجة الأساسية على المعونات والمساعدات الخارجية في تمويلها وهي مساعدات غير منتظمة وتفرض شروطاً اغلبها لا تساعد على التنمية (بارود 2005).

Development in Palestine are subjected to various kinds of robbery and disruption caused by the occupation and its practices in a systematic and deliberate manner to serve political and economic objectives. With the Palestinian Authority, despite the presence and diversity of development projects but they are then assessed for realism and inability to control inputs due to the multiplicity of competent and prepared for development programmes in addition to multiple sources of development funding and adopted mainly on external aid and assistance in financing assistance and impose conditions most of which are not conducive to development (Tinderbox 2005).

However the presence of the Palestinian Authority, despite the presence of development projects and diversity, but it maintains distance from the realism and the inability to control inputs because of the multiplicity of the competent authorities and the stomach for development programs in addition to multiple sources of development financing and adoption is primarily on aid and foreign aid-financed by a non-regular aid and impose conditions, mostly not conducive to development (Baroud 2005).
