اذا الشراكة والمشاركة هي جوهر عملية التنمية المجتمعية، ولا بد من جهة ما ان تقود هذا التوجه وعليه فان الهيئات المحلية من بلديات ومجالس قروية ومؤسسات وجمعيات (رسمية واهلية) ولجان احياء وغيرها يقع على عاتقها هذا العبئ بحيث تعمل في التعرف على تحديات التنمية واحتياجات الفئات المجتمعية (نساء ورجالا وشيوخا وشبابا واطفالا وذوي الاعاقة وغيرهم) والقطاعية (اقتصاد، تعليم، صحة، ثقافة، زراعة..الخ) والتعرف على الامكانيات والموارد المتاحة وتطويرها بهدف تلبية الاحتياجات المختلفة والمتنامية للمجتمع المحلي آخذه بعين الاعتبار ان جوهر التنمية مبني على تحقيق الحقوق المكفولة للبشر بغض النظر عن جنسهم ومعتقداتهم وطبقاتهم ومكانتهم الاجتماعية او الاقتصادية (القدومي، 2005).

If the partnership and participation is the essence of the community development process, one must take the lead in this direction and therefore the local bodies of municipalities and village councils, institutions and associations (official and private), commissions and other neighborhoods have this burden to identify development challenges and needs of community groups (women and men, old and young, children, the disabled and others) and sectoral (education, health, economy, culture, agriculture.
