قامت السيدة/ سلمى حارب – المدير التنفيذي السابق للمناطق الاقتصادية العالمية بتقديم استقالتها من منصبها بتاريخ 20/7/2015. وطبقا للتعميم الصادر بتاريخ 22/7/2015 من قبل سعادة/ سلطان بن سليم – رئيس مجلس إدارة الشركة فقد أعلن عن " قيامه بتولي مسؤوليات المدير التنفيذي للشركة في المرحلة الانتقالية وأن عمليات الاعمال ستستمر بشكل طبيعي. "

تبين من خلال فحص الميثاق التنظيمي Organizational Charter الخاص بلجنة إدارة الاستراتيجيات Strategic Management Committee أن رئيس اللجنة هو المدير التنفيذي للشركة وأن النصاب القانوني للّجنة لا يكتمل إلا بحضور الرئيس، إلا أنه بعد استقالة المدير التنفيذي السابقة للشركة بتاريخ 20 يوليو 2015 وقيام سعادة رئيس مجلس الإدارة بتعيين نفسه قائماً بأعمال المدير التنفيذي بشكل مؤقت من تاريخ 22 يوليو 2015 ، فقد استمرت اللجنة في ممارسة اعمالها السابقة بعد استقالة المدير التنفيذي وعقد اجتماعاتها لكن دون حضور المدير التنفيذي كرئيس لتلك الجنة في الاجتماعات الأمر الذي يعد عدم مشروعية القرارات الصادرة منها

كما تبين أن اجتماعات اللجنة المنعقدة في الفترة الأولى بعد تاريخ استقالة المدير التنفيذي من تاريخ 26 يوليو 2015 وحتى تاريخ 7 سبتمبر 2015 (4 اجتماعات) كان يتم تسمية أحد الأعضاء الحاضرين رئيسا للّجنة بالتناوب دون بيان أساس اختيار الرئيس في محضر الاجتماع ذاته أو في ميثاق اللجنة ، وبداية من الاجتماع رقم (15/2015) بتاريخ 14 سبتمبر 2015 توقفت اللجنة عن تسمية الرئيس في اجتماعاتها (16 اجتماع) حتى اجتماعها الأخير بتاريخ 31 مارس 2016 رقم (8/2016) وظلت تنعقد اللجنة دون رئيسا.
والجدير بالذكر إن اجتماعات اللجنة غير مكتملة النصاب القانوني خاصةً الاجتماع رقم (13/2015) المنعقد بتاريخ 24 أغسطس 2015 والذي حضره ثلاثة فقط من الأعضاء تم تسمية أحدهم رئيسا.
