تفرض الضريبة على عمليات تسليم الأموال وتقديم الخدمات الخاضعة للضريبة التي تتم بعد تاريخ العمل بهذا القانون، وعلى استيراد السلع التي وضعت قيد الاستهلاك بعد هذا التاريخ.
