وحتى تتكامل الرؤية فقد أعلنت الهيئة العامة للطيران المدني السعودي على لسان رئيسها سليمان الحمدان عن توجهها لإنشاء مدن للتسوق والاستثمار في المطارات والسماح للشركات الأجنبية بالاستثمار فيها دون الحاجة لشركاء محليين، فيما وضع سقف للاستثمارات المحلية في بعض المطارات عند 25 في المائة لضمان أن تحصل الشركات الأجنبية على نسبة أغلبية في عقود التشغيل.
