والوثيقه المكونه من اثنى عشر بندا اثارت موجه من الجدل فى العالم العربى الى حد ان عددا من المراقبين وصفها بوثيقه تكميم افواه الفضائيات العربيه وخصوصا الاخباريه منها
وبالرغم من التفسيرات التى قدمها وزير الاعلام المصرى وغيره من الوزراء العرب فان اللغظ وسوء الفهم مازالا يسيطران على الشارع الاعلامى العربى وخصوصا الفضائى منه
