تولي مسؤولية رئاسة الجهاز الإداري للمجلس والإشراف والرقابة التامة والشاملة على إدارة كافة الأنشطة والأعمال الإدارية والمالية والفنية التي تقوم بها الوحدات التنظيمية المختلفة بما في ذلك المشاركة في رسم سياسات وخطط وبرامج العمل الإستراتيجية والتشغيلية للمجلس ، الإشراف والرقابة التامة على تطبيق الأنظمة واللوائح المالية والإجراءات المتبعة في إعداد وتنفيذ مشروع الميزانية السنوية والحساب الختامي ، وغيرها من المهام حسب خطط وبرامج العمل وتوجيهات رئيس مجلس الإدارة والتوجهات الإستراتيجية للمجلس .
