ان تكون الغاية من فرض عوائد التنظيم هي تغطية المصاريف التي أنفقت او ستنفق في تحضير و تنفيذ و مراقبة مخططات التنظيم و تطبيق قانون تنظيم المدن و القرى, و على وجه الخصوص ان يكون فرض عوائد التنظيم محددة من حيث غايتها و اسباب فرضها و اوجه انفاقها ضمن الحالات المحددة في الفقرة 4 من المادة 52
