11- القوانين في لبنان تسعى إلى حماية حقوق الإنسان، ولكن التنفيذ يشوبه الخلل. ويبقى التحدي الرئيسي في تعزيز المشاركة على قدم المساواة وتكافؤ الفرص في ممارسة الحقوق المدنية والثقافية والإقتصادية والسياسية والإجتماعية، فضلاً عن المساواة بين الجنسين، والحق في بيئة سليمة.
