لا تلغي المادة الاولى و الثانية اعطاء الاولوية للصناعة الوطنية. كما تعطي الاولوية بالتسجيل للادوية الجنيسة و ادوية و الذي يوجد لها اقل من ثلاث ادوية مثيلة
