تؤمن زراعة التبغ العمل لألاف المواطنين في بعض المناطق التي تعاني من الحرمان الكبير في حين أن من الصعب جدًا الحصول على عمل والمحافظة عليه. وإلى أن يُصار إلى تأمين البديل، من غير المناسب أن يتم التصويت على بعض المواد على أن يُصار إلى مناقشتها في إطار مؤتمر الأطراف السابع، لا سيما وأن الاقتصاد اللبناني يعتمد بصورة كبيرة على القطاع التبغي
