تلغى ايضاً، اعتباراً من تاريخ نفاذ هذا القانون، الرسوم البلدية المفروضة بموجب المواد على استهلاك الماء والكهرباء من القانون رقم والاتصالات السلكية واللاسلكية، وتستبدل هذه الرسوم بالضريبة على القيمة المضافة التي تحصل لصالح البلدية التي يقع ضمن نطاقها الاشتراكات
