ان الوصول للتأمين الصحي بشكل عام متدن ولا يوجد تغطية تأمين صحي لما يقارب نصف افراد المجتمع الفلسطيني رجالا ونساء. هذا الانخفاض يعني عدم حصول نصف الفلسطينيين تقريبا على الخدمات الصحية الوقائية التي تمنع حدوث المرض، كما يعني أن نسبة كبيرة لا تسعى للحصول على العلاج مرتفع التكاليف إلا بعد تفاقم الحاجة للعلاج
